Overall outlook for O&G sector remains bright
Malaysia External Trade Development Corp (Matrade) deputy chief executive officer of trade and services promotion Dr Wong Lai Sum said contracts secured by Malaysian companies in countries like Libya will be affected by the unrest, but those with projects in other places in the Middle East are unaffected.
Domestically, she said, the outlook is favourable as projects under the Economic Transformation Programme will generate more businesses for local O&G players throughout the value chain.
"We have companies almost everywhere in the world, so our interest is diversified," Wong told a media roundtable on O&G in Kuala Lumpur yesterday.
Also present were Malaysian Oil and Gas Services Council president Sofiyan Yahya and Matrade director of oil and gas and chemical Abu Bakar Koyakutty.
Wong expects the rising global oil prices to be temporary as the North African countries affected by the uprisings are not major oil exporting nations.
"Bearing in mind that the turmoil is only in Libya, Yemen and Syria, and has not gone into Qatar or Saudi Arabia, the impact (on the global oil price) will be transitional," she said.
If the turmoil continues until year-end, Malaysia's exports will be higher with double-digit growth, she added.
Last year, Malaysia's O&G exports amounted to RM101.2 billion, up 24 per cent from 2009 - a growth attributed mainly to high oil prices. The exports grew at an annual average of 13.5 per cent in the past 10 years.
Wong said concerns over the turmoil in the region that spike global oil prices, would have positive impact on oil exporting countries. But it is otherwise on oil importers.
"Currently, Malaysia is a net oil exporter, so we gain more than we lose," she said.
The O&G sector currently contributes a fifth to the country's gross domestic product.
Matrade is organising several trade missions to new markets, to open up opportunities for over 3,000 local O&G players, including public-listed companies.
Abdul Rahman said for this year, Matrade has six missions to the United Arab Emirates, Oman and Kuwait as well as the UK, Australia, Turkmenistan, Myanmar and Kazakhstan.
These markets have multi-million dollar potential in business for local players.
"Last year, the business potential in Turkmenistan's O&G sector was worth nearly RM1 billion, while in Myanmar, it was RM22 million," he said.
Meanwhile, Sofiyan said local O&G players are of world-class standard and unlike their peers in other sectors, they do not need to upgrade their operations, processes or products in order to go global.
Similarly, Malaysian professionals and experts in the sector are highly sought after all over the world.

Metering Skid
Assalammualaikum..
Ari ni aku nak cter pasal Metering Skid la..sebelum ni aku ada upload gambar Metering Skid tapi yang dah complete..ari ni aku cter ckit perjalanan untuk fabrication metering skid ni..Metering skid baru ni untuk project Sepat Development..Owner PCSB..Ok la,first2 sekali sebelum start any fabrication mesti la kena ada drawing, wps dan lain2 procedure..As a Inspector kita kena ensure la semua tu sudah mendapat approval dari client..after that material akan receive kat shop..material receiving untuk piping lebih kurang sama dengan receiving plate untuk pressure vessel..most material untuk skid ni piping, fitting, flange, valve and etc..lepas material dah ACCEPT baru la contractor akan marking & cutting pipe..After that diorang akan fit up mengikut drawing yang telah APPROVED dari client..Drawing piping dengan pressure vessel ataupun lain2 equipment xsama..piping ada line no,spool no,joint no,pipe support, cable tray support and etc..Kebanyakan Metering Skid akan follow Construction Code ASME B31.3 and off course plus client or owner specification macam PTS,DEP,GS and etc..Masa nak inspect fit up kena ensure material according to drawing..Pastikan semuanya under tolerances(for joint preparation) sepetimana yang tertakluk dalam Code or Specification..
gambar yang atas sekali tu adalah marking ataupun identification untuk flanges..As a inspector kena ensure rating, material, size, thickness and code construction untuk flanges(ASME B16.5)sama ngan drawing..Gambar yang satu lagi pipe spool yang dah siap fit up and sedang dalam pemeriksaan..hehe..After inspector accept baru la welder akan mengimpal joint tersebut macam gambar kat bawah ni..

Pressure Vessel(Shell Course/Can Inspection)
Assalammualaikum..
Aku baru balik dari Singapore untuk site verification..seronok gak keje kat site ni..first time aku masuk site..heheh..biasa la "youngest inspector"...hohohoh...ok la,aku nak sambung pasal fabrication pressure vessel..Selepas siap je rolling plate dan menjadi satu silinder atau dalam engineering term SHELL COURSE @ SHELL CAN, inspector kena la wat inspection terlebih dahulu sebelum proceed untuk welding longitudinal joint(LW) bagi menjadikannya SHELL..bukan company Shell tu ye...=)ape yang inspector perlu inspect on that stage adalah joint preparation, inside diameter, outer circumference, length of SHELL CAN and inside curvature of shell..pastikan semuanya mengikut drawing yang telah disahkan ataupun dalam bahasa lain "APPROVE FOR CONSTRUCTION" dan juga mengikut spesifikasi yang telah ditetapkan..untuk spesifikasi pastikan comply to client specification(eg..DEP,PTS,GP and etc..),project specification dan juga code of construction(eg..ASME VIII Div.1 or 2)
Salah seorang inspector yang bakal mengoncang dunia..hehhe..Outer circumference check perform..
Internal diameter check perform by laser range..kalau xde laser kena la pakai measuring tape...hehehhe...ha,masa ni contractor xkan la dia duduk saja plak..dia akan prepare untuk fit up nozzle gak..aku upload gambar nozzle yang dalam proses dikimpal..
Salah seorang welder mengimapal nozzle menggunakan proses GTAW(Gas Tungsten Arc Welding) ataupun TIG(Tungsten Inert GAs)..

Petronas to build RM3 bln mega ammonia urea plant in Sipitang
KOTA KINABALU: Petronas will be investing RM3 billion to build a mega ammonia urea plant in Sipitang.
Industrial Development Minister Datuk Raymond Tan said the plant is expected to be ready by 2013 in time for the gas from the northern field (block J) of Sabah to be channel to Bintulu via Sipitang in 2013-14.
“This is their first urea plant in this region and as an anchor industry, they will need about 70-80 million scf of gas to power the plant,” he said at the Ministry of Industrial Development (MID) annual media conference 2011 at a hotel here yesterday.
He said the Sabah Oil and Gas Terminal (SOGT) in Kimanis will be getting 750 million scf of gas from the north field and it will be piped to Sipitang before it is diverted to Bintulu.
On the Kota Kinabalu Industrial Park, (KKIP) which had been established for the past 15 years with over 70 percent already developed, Raymond said the remaining 30 percent of the development will be focused on the bio-technology, wood and rubber-based industry which is contained in the Economic Transformation Programme (ETP).
“And since Sabah is the biggest producer in the oil palm industry in Malaysia with 1.4 million hectares of oil palm, producing 6.5 million tonnes of crude palm oil (CPO) and 1 million tonnes of palm kernel oil, we have 30 million tonnes of valuable palm oil biomass which is actually a waste product that had been thrown away from the mills in Sabah that are operated by some 127 operators now,” he said.
But what have come about in the new area of development is that those waste that were discarded are valuable today, because from the biomass we can produce fertilizers, another line of downstream activity, he said.
He said there are now five to six players that have set up their plants to produce fertilizers at the POIC Lahad Datu.
And the challenge now is how much biomass or the empty fruit bunch that we can get to supply to the plants and POIC Lahad Datu has taken the initiative to buy the waste product to keep it as stock so as to encourage the downstream activity.
Overall, he said the challenges confronting the economy in 2010 are expected to persist through 2011.
He noted that the declining investment in the manufacturing sector in Sabah could be due to several factors, one of them being the dampened world economic growth and trade. Another is the increasing competition from the new emerging regional economies such as Vietnam.
A survey by UNCTAD’s World Investment Prospects indicates renewed business optimism and stronger appetite of investors to pursue expansion in 2011 and 2012. Given the scenario, global FDI inflows into our country are expected to further increase in 2011 and beyond.
To position Sabah as a desired destination for investment, Raymond said his ministry will continue with its efforts to attract investors in targeted industries such as downstream processing of palm oil, processing of oil palm/palm oil biomass and in the medium term, the processing of oil and gas as well as the service sector.
The task ahead is very challenging, and therefore the coordinated effort of all ministries, departments and the agencies in Sabah is necessary if Sabah is to maintain its competitiveness and to continue to receive high levels of foreign and domestic investment, he said.

RG Gas To Invest RM3 Billion To Build Oil&Gas Hub
KUALA LUMPUR, March 8 (Bernama) -- RG Gas and Chemicals (M) Sdn Bhd will invest RM3 billion in the next ten years to build an integrated oil and gas hub on Pulau Daat, Labuan.
Its group project director, Jimmy Y.M. Tang, said the hub, which would provide land-based logistics and support services, would be built in four phases.
"The earthworks of the first phase project will be completed by year-end. We expect the first phase to commence operations by end-2012 or early 2013," he told reporters after the Fourth Economic Transformation Project (ETP) Update here Tuesday.
The hub is one of the nine new Entry Point Projects of the ETP announced by Prime Minister Datuk Seri Najib Tun Razak here.
Tang said the first phase, with an investment of RM500 million, would involve the building of a storage tank terminal with a capacity of 300,000 cubic metres.
"The other three phases include building a 1.5 million cu metres storage tank terminal, engineering fabrication yard and other facilities including water storage facilities," he said.
Tang said the hub would likely benefit from the opening of new oil fields around the area.
"Besides that, the location is also strategically located nearer to South Korea and China, which could be potential customers," he said.

Labuan to be oil and gas hub
LABUAN -- Labuan is being considered as a third oil and gas hub of Malaysia, after Teluk Ramunia and Pengerang in Johor, Datuk Seri Najib Tun Razak said today.
The Prime Minister noted that the RM387 million Phase 2 undersea pipeline could support the oil and gas industries.
“We are still studying the matter (of giving Labuan the status). The Minister of Federal Territories and Urban Wellbeing has briefed me on the potential of the oil and gas sectors in Labuan,” he told reporters after opening a 1Malaysia clinic in Taman Mutiara here.
He said the matter would be brought to the attention of the Performance Management and Delivery Unit for further study before a decision was made.
Najib said the future of Labuan depended very much on oil and gas and financial services.
“We can see the potential of oil and gas as a big resource in Labuan, capable of generating high income jobs for the locals," he said.
Shipping and tourism were the other areas with potential, apart from education, he said.
Najib said that education in Labuan was developing but tourism needed to be boosted. -- BERNAMA
